With a crusher

A crusher from another mod turns an ingot into dust every time:

By hand

With no crusher, put any pickaxe and one ingot in a crafting grid. The pickaxe loses a little durability, and you get either dust or a few nuggets back, by chance. It works, but a crusher is far cheaper in the long run.
